Background

The Hume Alliance of Rural Hospitals was formed in 1998 to provide information and communication technology, strategic planning, and implementation services for 17 public hospitals representing 5,000 employees in the north-east of Victoria. The Alliance provides leadership and project management resources to major technology projects in areas including clinical support, administration, and management services.

Challenges and Goals

When the Hume Alliance learned in 2000 that its incumbent provider would no longer be supporting the payroll system that it was using, it gave the group the impetus to look around at what else was on the market. One of the hospitals in the Alliance was already using a PayGlobal product called TimeMaster, so the Alliance was aware of the company. Later in 2000 the Alliance asked providers to supply a request for information (RFI) and received 14 replies. Six providers were asked to supply a request for tender (RFT) and this was cut to a shortlist of two, from which the group finally chose PayGlobal. Chief Information Officer, Steve Bowmaker, says the Alliance wanted a system with a proven track record in Victorian public hospitals and one that could assist it to streamline key processes while providing superior management and employee information. “PayGlobal was successful in winning the tender for a number of reasons. “It had very strong references from three other Victoria hospital sites and the functionality within the Payroll and Human Resources applications appealed to our user base more than the competitors. “The project management and implementation staff that PayGlobal put forward also looked like they could deliver.” In addition, Steve says the flexibility of the product, the reporting capabilities, and the employee self-service product myPayGlobal were positive considerations. “We also wanted a provider that could partner well with us and work within our own implementation and testing criteria.”

Process and Solution

Hume Alliance runs PayGlobal Payroll via an in-house ASP. It began using the system in January 2002 after previously using Allegiance New Pay/Peruse. After winning the tender, PayGlobal Payroll had to be implemented within three-and-a-half months across 16 of the Hume Alliance’s 17 sites (the remaining hospital outsources its payroll function.) “We needed a vendor to assist us to implement reasonably quickly from a project implementation perspective,” says Steve Bowmaker. The hospitals were brought across to PayGlobal in four groups following a largely centralised project planning process, with the entire system up and running by January 2002. ”We were very pleased to go live with the PayGlobal system within the timeframe. All employees were paid and there were no major problems,” says Steve.

Business Results and Return

Feedback from both management and users on the new system has been very positive and the Alliance says it benefitted from streamlined processing, the ability to do better “what if” analysis of labour costs, and better reporting. Hume is happy that the future direction of PayGlobal is in line with its own people management goals. “We like the development pathway that PayGlobal is on and hope that we will continue to benefit from the company’s continual development and refining of its products.”
